Achieve rated voltage rise in low temperature | Passiviation layer

Even though I have an EE background I'm far from a battery/capacitor
expert.

Question I have is how would one get a battery to achieve the voltage
rise time and voltage output when the battery is at a low temperature
(-30oC)?

Also, the same batteries I'm testing at the lab develops a passiviation
layer (in the cold temp), what are some of the way to decrease such
char. aside from having constant load on batt?
