can random number generator generates "equal chance" probability??

If we flip a coin, the chance to get either HEAD or TAIL is 50%,
getting HEAD has "equal chance" as getting TAIL.
The chance we get HEAD or TAIL is "equal", but the reality is not. It
is possible we only get H and never get T.
My question is "equal chance" only can apply to theory, but not in
practice, is that correct?
Go back to my subject title, can random number generator generate
"equal chance" probability? Do you think x%2 always has equal chance of
getting 0 or 1, where x is an integer? In theory, it should be 50-50
chance of getting 0 or 1. My conclusion is that whether random number
generator generates "equal chance" number really depends on the range
of output. In the case of x%2, the output is either 0 or 1, then of
course it is equal chance. What do you think?
