I don't think that there is a single/total formula for fabric paint. A lot
of paints consist of polymeric resins and colour dispersion (polymeric resin
is not one substance it's a range of different molecules of the same kind).

To be able to say anything about fabric paint. I think you should ask
yourself:
-What kind of fabric am I interested in? (f.e. wool or synthetic)
-What kind of paint am I interested in? (neuteral, coloured what kind of
colour)

I think the colour formula (group formula) is more easy to find than the
base consistence of the paint. For a bit of insight in this matter you can
look at companies like www.neoresins.nl and
www.dsm.com/en_US/html/business/fibres_textiles_clothing.htm .
