By liquid chlorine I assume you mean sodium hypochlorite.
Sodium hypochlorite solution is unstable check your assay you may not
be adding the chlorine you think you are.
There is another effect.
Reduction of hypochlorite produces sodium chloride
Reduction of chlorine produces hydrochloric acid.
Use of chlorine gas produces a slight pH reduction in treated water.
Hypochlorite produces no reduction and may even cause a pH increase as
commercial hypochlorite often contains some excess base for
stabilisation.

I was looking for any help out there from anyone who may have switched
from gas chlorine to liquid. I am at a wastewater treatment facility an
we are going through a retro changeover. We have recently switched to
liquid an our coliforms are through the roof. If you have any ideas on
what we should be doing please email me at
waterpollutionlaboratory@cityofattleboro.us
thanks
Diane
