methane hydrates?

Since the price of oil is now, what, $74/barrel, what is the current
state of the art in:
1) extracting methane from methane hydrates;
2) conversion of methane gas into liquid diesel/gasoline (for example,
using Fischer-Tropsch processes in Bintulu, Malaysia)? |

34,000 bpd diesel Oryx plant starting up in June:
http://www.hydrocarbons-technology.com/projects/Oryx/
They already plan to enlarge plant to 100,000 bpd. I would not be
surprised to these plants popup everywhere including Alaska North
Shore.
