I would be surprised if you can actually seperate the two layers by EIS
of the coating is a good barrier coating. Even if you could, I would
not expect the four time-constants in your model.

I would estimate the capacitance of your coating (~ Cc in your model )
and measure a true capacitor under the same conditions. I suspect an
instrumental artifact due to changing the current scale as the
frequency changes. The stray capacitance of the cell leads and/or I/E
converter causes a drop in the phase every time the current range is
changed. Most of the commercial software for obtaining the EIS spectrum
with a computer controlled potentiostat is smart enough to correct for,
or avoid, this effect. If this artifact is the cause of your spectrum,
then you should see the same sort of effect on a true capacitor.

This artifact is described in an application note from Ametek
"Corrections for Potentiostat Response (Tech. Note 201)"
