Sounds like a venturi pump, aka an air ejector

Toricelli or Torricelli? The person form whom the common unit of
vacuum is named (torr)?

I'm looking for the name of a type of vacuum effect. It's named after
someone who's last name starts with a T. Basically, if you hook up 2
tubes in a T intersection and run air through the top of the T, air
will also be pulled up through the middle. Or, if you're in a moving
car and you crack just one window, the air inside the car will be
sucked outside.
