Apply DC to create a giant electrolysis cell. The
tiny bubbles of O2 and H2

Actually Cl2 and H2 more likely with sea water.

I am looking a large scale equivalent of an alkaseltzer tablet that can
be put in the ocean and create a lot of very small bubbles. The bubbles
will be used for a special effect in a movie. Hopefully something
non-polluting that can be purchased in a drug store or some other kind
of retail. I have no idea what I need and your help is greatly
appreciated.

I recall how underwater testing of early A-bombs would turn the water
white with bubbles, so that might give you an idea.

Failing an A-bomb, perhaps you could carpet the seabed with wire netting,
the netting constructed of alternate strips electrically insulated from
neighbouring strips. Apply DC to create a giant electrolysis cell. The
tiny bubbles of O2 and H2 will make their way to the surface as a fog
of bubbles, making the water seem milky if in sufficient numbers. You
might even be able to use conductive rubber in the seabed mats. But if
you are wanting it to seem as though the water is boiling this won't do
it, the bubbles from electrolysis will be tiny and rise only slowly,
increasing in size as they rise due to dropping pressure. Warning: this
idea is speculative only, it has not been tested. Smile

Get a foam generator (as use by fire brigades) and just pump it onto the

surface of the sea.
For example, small scale

Air compressor and a field of fine bubble diffusers.
Uncle Al's "use computer graphics" is a really good idea.

Not going to happen. You could shoot an entire year's salary,
and before you could distribute the entire charge of "X", the
reaction would have completed back where you started.

Use the concept of "dimensionless groupings" (aka. "Buckingham Pi
Theorem") and choose a less dense fluid. Make a scale model, and
blow gas under that.

CGI

Perforated pipes, weights or bottom fixation, a big pressure storage
tank, and an air compressor. Note that ships do not float in foam -
they cannot displace their weight in fluid and they go right down,
swallowed.

Did you calculate what volume of gas you need? That tells you what
volume of gas you need - a useful thing to know if you need a large
volume of gas. Double it. Nature is cruel.

You could - thousands of big tablets of sodium bicarbonate mixed and
compressed with anhydrous citric acid plus the usual excipients for
mechanical strength.

2NaHCO3 + HOC(COOH)(CH2COOH)2 --> 2CO2 + HOC(COOH)(CH2COO- Na+)2 +
2H2O

I doubt the third carboxyl will vigorously cooperate. Enviro-whiners
will be displeased. CO2 has water solublity. (Metallic sodium floats
- won't work to spec).

Explosives will give you bubbles. A few tonnes of calcium carbide
chunks will also do the trick - plus a lovely fireball and explosion
heard ten miles away.

Just build a whole bunch of curry houses along the beach.
