I`m looking for cationic water resistant binders. Does anybody know,
who is suppling them?

Try Cytec's Duroxyn VEF 2406w/45WA. Excellent in salt spray.
But the trade name is for France and western Europe. It should be slightly different depending of which part of the world you are.
