What is the Maple equivalent function of the Maxima function "rat"?

There is no exact equivalent, but I suggest you read about Maple's
normal() function. It is, I think, more like Maxima's ratsimp(),
but with partially-factored form enabled --- ratfac:true.

Maxima's rat() keeps rational expressions in a very compact form compared
to Maxima's usual representation. I suspect that Maple normal() still uses
that
one representation -- which is usually pretty compact/efficient -- but
probably sacrifices something in convenience and/or expressibility
compared to Maxima's general form.
