copper carbonate in EC Cell?

Can copper carbonate form, within 10-15mins, in a biased
electrochemical cell containing a salt solution, deionised water and
two copper electrodes or is this only a phenomena that occurs over
longer periods of time on copper? For this to happen, surely, the low
levels of CO2 apx 360ppm (and increasing...) will need to be absorb
into the water, can enough be absorb into the water in 15mins to
produce patina?
