Epoxies made for semiconductor packaging must be low-ionic,
so they don't attack the aluminum bond pads. Search for
"glob top" epoxies.
Many silicones are inherently low in ionics. However,
if they contain mineral fillers, they won't be low-ionic.
Some glob-top encapsulants are made from silicone.
The only other adhesive family commonly used for
semiconductor packaging are polyurethanes.
