None is listed at
http://functions.wolfram.com/MathieuFunctions/MathieuC/
nor is one given in Abramowitz and Stegun. However, see
http://www.smf.mx/rmf/pdf/rmf/48_3/48_277.pdf
and references there-in. In particular,
L.Chaos-Cador and E. Ley-Koo 2002, "Mathieu functions revisited: matrix
evaluation and generating functions", Rev. Mex. Fis., 48(1): 67-75
Cheers,
Paul
