Units for electric field strength

Hello,
When standards (or anyone in general) refer to electric field strength, do they typically mean volts per meter RMS or volts per meter peak?
I'm new to this field and am not too sure about the 'standard' units of measure.
I found that in standards papers it isn't explicitly stated what measure is being used (though I'm sure someone with experience would automatically know). The standards I'm referring to are MIL-STD-461e (RS103) and IEC 61000-4-3 (RFI).
